The Chief Impact Officer (CIO) is a senior executive leader responsible for advancing the Organization’s mission by driving measurable community impact, program effectiveness, and strategic outcomes. Maximize and expand the Jewish Federation of Omaha’s (JFO) value proposition as an integrated business by enhancing internal synergies and leverage, amplifying user experience and commitment and communicating JFO’s unique role and value in the community  This role provides enterprise-wide leadership for impact strategy, data-informed decision-making, program evaluation, community needs assessment, and continuous improvement across all agencies and initiatives. The incumbent partners closely with executive leadership, agency directors, board leadership, funders, and community stakeholders to ensure that the Organization’s resources, programs, and investments are aligned with strategic priorities and deliver meaningful, measurable results for the community. The Chief Impact Officer also ensures that the Organization’s internal and external messaging consistently reflects and reinforces its strategic objectives, mission, and desired community outcomes and are aligned with Jewish values and Federation priorities.

ESSENTIAL JOB FUNCTIONS

  • Manage staff including, but not limited to:
  • Recruit, interview, hire, and train staff within the department.
  • Oversee the day-to-day workflow of the department.
  • Provide constructive and timely performance evaluations.
  • Provide coaching and mentorship to staff.
  • Handle discipline and termination of employees as needed and in accordance with JFO policy.

Impact Strategy & Organizational Effectiveness

  • Develop, implement, and oversee a comprehensive impact framework that aligns programs, services, and funding with the Organization’s strategic plan.
  • Establish measurable outcomes, performance indicators, and evaluation tools across departments, agencies and partners.
  • Lead continuous improvement initiatives to strengthen program quality, efficiency, and effectiveness.
  • Ensure organizational focus on results, accountability, and mission alignment.
  • Responsible for adherence to fiscal budget parameters and annual operating budget.
  • Partner with the CEO to develop and continuously refine long-term strategic planning.

 

 

 

Data, Evaluation & Measurement

  • Design and oversee data collection, analysis, and reporting systems to measure program outcomes and community impact.
  • Translate data into actionable insights to guide strategy, funding decisions, and program improvements.
  • Produce impact dashboards, reports, and presentations for executive leadership, board committees, funders, prospective donors and community stakeholders.
  • Ensure data integrity, consistency, and compliance with applicable regulations and best practices.
  • Prepare ad-hoc or routine reports and analysis for internal or external reporting as needed.

Community Needs & Strategic Planning

  • Lead periodic community needs assessments and environmental scans.
  • Identify emerging trends, demographic shifts, and service gaps affecting the Jewish community and broader population served.
  • Partner with internal and external stakeholders to align services with evolving community priorities.
  • Support long-range planning, innovation initiatives, and cross-agency collaboration.
  • Represent the JFO in both the professional and lay communities; play a vital public relations role particularly in response to promoting the JFO.
  • Represent the organization in the Jewish community, building bridges with synagogues, agencies, and local/national partners.
  • Oversee the organization’s PR functions, ensuring organizational messaging is aligned enterprise-wide.
  • Participate in local, state, and national, professional organizations relating to area of responsibility.

Program Development & Oversight

  • Provide strategic oversight of programs and initiatives to ensure alignment with impact goals.
  • Support agency leaders in program design, implementation, and evaluation.
  • Promote evidence-based and best-practice program models.
  • Provide strategic leadership to assigned departments to drive innovation, operational excellence, fiscal stewardship, and measurable results in alignment with CEO-defined goals and objectives.
  • Develop and maintain written business processes and procedures that support the operations of areas of responsibility.    
  • Ensure that areas of responsibility function in full compliance with JFO policies, and all federal, state, and/or local laws, regulations, and ethical standards.                                                                

Israel Strategy, Funding & Partnerships

  • Lead the development and execution of the JFO’s strategic Israel funding framework, aligning investments with community priorities and global Jewish responsibility.
  • Oversee Israel-focused grantmaking, including allocations to national partners, Israeli NGOs, and emergency or special initiatives.
  • Cultivate and manage strategic partnerships in Israel, in collaboration with JFNA, Jewish Agency for Israel, Joint Distribution Committee, and other Federation and global partners.
  • Partner with lay leadership to guide Israel allocations, priorities, and policy decisions, including annual and multi-year funding strategies.

 

 

 

  • Strengthen Federation–Israel relationships through ongoing dialogue, site visits, delegations, and learning opportunities.
  • Integrate Israel strategy with local community engagement, education, and donor interests, ensuring coherence across impact, fundraising, and communications.
  • Provide thought leadership and expertise on Israel-related trends, needs, and opportunities, particularly in times of crisis or rapid change.
  • Identify opportunities for innovation and collaboration between local community initiatives and Israeli partners.

Funding Alignment & Grant Strategy

  • Collaborate with Development and Finance teams to align funding strategies with impact priorities.
  • Support grant development through outcome articulation, metrics, and reporting.
  • Ensure funder requirements related to outcomes and reporting are met.
  • Strengthen relationships with funders through transparent and compelling impact communications.

Leadership & Collaboration

  • Serve as a key member of the senior leadership team.
  • Provide guidance, coaching, and professional development to staff involved in program evaluation and impact work.
  • Demonstrate commitment to build and sustain a strong and vibrant Omaha Jewish community and to support Jews in Israel and around the world.
  • Foster a culture of learning, collaboration, and shared accountability.

Other Requirements 

This position requires some time out of the office, limited travel, and active participation in community gatherings, events, and programs, that occur outside of a traditional work schedule including some evenings and weekends.

  • Able to handle competing priorities and deadlines by demonstrating excellent time management skills.

 

 

 

  • Work effectively and collaboratively in a team environment or independently as required.
  • Must maintain valid driver’s license and automobile insurance.
  • Able to travel via commercial airlines nationally and/or internationally.

Education and Experience

  • Bachelor’s degree required; Master’s degree preferred
  • Minimum of 8–10 years of progressive leadership experience in nonprofit, philanthropic, governmental, corporate, or community-based organizations.
  • Demonstrated experience in program evaluation, impact measurement, and strategic planning and fundraising.
  • Experience working with boards, donors, and senior leadership teams.

  • Must be able to remain in a stationary position constantly working on a computer in an office environment.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • The person in this position needs to frequently move about inside the office to access file cabinets, office machinery, etc.
  • The person in this position constantly communicates with others. Must be able to exchange accurate information in these situations.
  • Able to occasionally operate a motorized vehicle for off-campus business; drive company vehicle and/or personal vehicle as requested.
  • Able to occasionally travel via commercial airlines nationally and/or internationally.
  • The person in this position will occasionally lift up to 25 pounds.
