Our Early Childhood Center (ECC) and early childhood programming are essential avenues into our synagogue community of approximately 250 families.

The Director of Early Childhood Education & Programming is a leader in Jewish communal engagement of families with young children who is also experienced in early childhood education. The Director is responsible for the development and implementation of the curriculum, programming, and management of the Tikvat Israel ECC as well as early childhood programming for families with children 5 and younger for Tikvat Israel Congregation. This is a full-time, 12-month position.

• Oversee the daily operations of Tikvat Israel ECC, which is licensed by the Maryland State Department of Education (MSDE), serves approximately 45 children ages 14 months - 5 years, and operates 7 am – 6 pm year-round. (When circumstances require it, the hours may be adjusted, with a goal of providing safe and healthy coverage for as much of the day as possible.)
• Manage finances and plan budget for ECC and early childhood programming with support from Tikvat Israel Treasurer
• Recruit, place, and supervise all ECC staff
• Ensure balanced, developmentally appropriate, integrated, play-based, Jewish curriculum
• Monitor safety of facility used by ECC in collaboration with Executive Director
• Ensure that all staff members follow the CDC and MSDE guidelines regarding safe operations during the COVID-19 pandemic
• Maintain effective communication with ECC / synagogue stakeholders
• Market / promote the ECC to the community at-large
• Coordinate and promote early childhood Shabbat, Holiday & other community-building programming for Tikvat Israel in collaboration with clergy, staff, lay leaders
• Coordinate with Tikvat Israel educational staff to ensure a smooth transition from ECC to religious school.
• Collaborate with relevant organizations in the Greater Washington area


Administration / Financial Management
• Oversee enrollment for school year and summer programs
• Supervise appropriate staff/child ratios and daily operations of ECC in accordance with MSDE regulations
• Formulate, execute, and manage ECC / early childhood programming budget, including setting tuition and fees, purchasing equipment and supplies, etc.
• Serve as primary ECC liaison to Tikvat Israel Board of Directors
• Follow and implement the ECC’s Maryland Child Care COVID-19 Response & Preparedness Plan (and revise as necessary)
• Responsible for implementing the policies and guidelines in the ECC Employee/Team Handbook and revising it periodically, in consultation with the TI Executive Director

Leadership of ECC Team
• Promote a collaborative, respectful, positive environment among ECC employees
• Supervise all ECC staff by setting job expectations, reviewing staff performance, and ensuring staff meet annual MSDE licensing requirements
• Ensure ECC staff receive appropriate professional development opportunities

• Effectively communicate with ECC and early childhood program families and other stakeholders via a variety of communication platforms
• Maintain and update the ECC pages on the Tikvat Israel website
• Share resources with families and consult with other developmental professionals, as needed
• Establish policies with parents to set expectations for safe behavior during the COVID-19 pandemic to keep children, parents, and staff as safe as possible

Curriculum Development
• Provide a developmentally appropriate, balanced, play-based, and integrated early childhood curriculum that responds to the children’s individual needs / interests and teaches Jewish values, traditions, rituals
• Formulate curriculum benchmarks addressing objectives in major areas of early childhood development with the ultimate goal of Kindergarten Readiness across these domains

Facility Management (in collaboration with Tikvat Israel Executive Director)
• Monitor safety of all areas of TI property utilized by ECC to comply with MSDE regulations
• Maintain plans, policies, and procedures relating to safety, security, and emergencies
• Adhere to all Montgomery County and Maryland rules and regulations concerning operations during the COVID-19 pandemic
• Monitor MSDE and CDC guidance regarding best practices for safe operations and revise the ECC’s Maryland Child Care COVID-19 Response & Preparedness Plan as necessary
• Coordinate the use of shared rooms with the religious school director, as needed

• Promote the ECC / early childhood programs through community outreach, marketing tools, social media, and co-sponsorship of community events
• Recruit prospective ECC families in coordination with ECC and office staff
• Promote the benefits of synagogue membership for Jewish families

Early Childhood Programming / Community Building
• Develop and coordinate engaging, community-building Shabbat and other programming for families with young children (aged 0-5) in collaboration with professional staff, lay leaders, and synagogue committee
• Support the ECC parent committee in community-building and fundraising efforts


Minimum Requirements
• Must meet requirements to serve as Preschool Director for Maryland Child Care Center at time of application, or demonstrate that requirements will be met prior to April 1, 2021
• Familiar with CDC and MSDE regulations concerning Child Care operations during the COVID-19 pandemic
• Prior teaching experience

Preferred Qualifications
• Master’s degree in Early Childhood Education
• 2 years’ experience serving as Director of Early Childhood Education program
• 5 years’ experience teaching in preschool environment
• 3 years’ experience teaching a Jewish curriculum to young children

SALARY: Commensurate with experience
